1st Substitute Senate Bill 143 by Sen. Harper (R), “provides certain state agencies with the authority to require background checks for employees, contractors, and volunteers.” The authorized state agencies include the Departments of Environmental Quality, Health, Financial Institutions, Workforce Services, and several others. These agencies were chosen because they work with confidential and restricted information. The agencies are responsible for the fees associated with local, regional, and national background checks.
